Fresh data confirmed that average emission levels from Pechenganikel, although substantially decreased since the peak of the late 1970s, were still very high. In 2008, the final report from the ‘Pasvik Programme’, a comprehensive collaboration involving regional environmental authorities in Norway, Finland and Russia, was published. Commencing in 2003, this program aimed at monitoring the anticipated environmental effects of the modernization project. It also compiled extensive data series and traced long-term developments in the border area. The main finding was that sulphur dioxide levels, which had hovered at about 400,000 tons annually in the late 1970s, had stabilized at slightly above 100,000 tons by 2004 (see figure 1).
